Key Decisions
- Council approved a 13-lot residential subdivision called Prominence 1 on County Road 620, consisting of 12 buildable lots plus one stormwater lot. The Planning and Zoning Commission had recommended approval 8-0.
- Council approved rezoning property at North Main Street (adjacent to the casino area) from M1 Light Manufacturing Industrial District to CBD Central Business District. - Council approved an agreement with Kelley Company for the Cape Rock Drive Sidewalk Project.
- Council accepted improvements and authorized final payment to Apex Paving for the 2025 Asphalt Overlay Program.
- Council approved accepting a permanent utility easement from Forefront Holdings, LLC for property on Old Hopper Road. Mayor Guard abstained due to financial conflict of interest.
- Council approved a resolution consolidating transportation grant funding in cooperation with the Missouri Highways and Transportation Commission.
Budget & Finance
- The city has allocated $9 million for water treatment plant improvements, specifically for the lime system and pipe gallery. Both projects are expected to be completed within two to three weeks, with the lime system awaiting final parts and the pipe gallery finishing in approximately three weeks.
Watch This
- North Sprigg Street will begin a major reconstruction project in early June or July. The 24-month project will include a new traffic light at New Madrid Street, ADA-compliant sidewalks, and infrastructure improvements underneath the roadway. The project will be completed in two phases to avoid disrupting Southeast Missouri State University operations.
- South Sprigg Street improvements near Shawnee Park are halfway complete, with sewer repairs underway between Elm and Maple streets. Paving is scheduled to begin in approximately six weeks, with the project expected to be complete by mid-July.
- Council will hold a retreat on May 29 to discuss the budget, hear from city departments about one-year and ten-year plans, and receive budget training from Finance Director Lisa for new council members.
Other Business
Director of Development Services Trevor Pulley presented a new interactive development map and street projects dashboard on the city website at cityofcape.org/mapping. The tools show current infrastructure projects, commercial development, housing construction, and redevelopment efforts across the city. The map will be updated every two weeks as new projects receive permits and developer approval for public announcement. Active areas include new subdivisions such as Deer Run 2, Strawberry Fields, Alden Farms, Fallen Creek, Shadow Wood, and Prominence 1, as well as commercial projects including Pasta House, Chipotle, a new Thai restaurant, and Dollar General.
The Cape La Croix Trail Project from Shawnee Park to Bloomfield Road is funded by a TAP grant and park funds, with completion expected by September 1, 2026. The Cape Rock Drive sidewalk project from King's Highway to Perryville received bids on April 21, 2026, with the contract requiring completion by December 1, 2026.
USA Today named Cape Girardeau the number five best small college town in America. Southeast Missouri State University President Dr. Brad Hodson presented a recognition to the council, crediting the community's support of college students throughout the year.
The Riverfront Market held its first Saturday of the season with a new director, Haley from Old Town Cape. Approximately 600-700 people attended by 8:30 a.m., with 56 vendors participating. Tunes at Twilight begins Friday with six weeks in spring and six additional weeks scheduled for fall.
Council approved the 2025 Cape Girardeau Police Department Annual Report at the previous meeting, which showed progress in reducing officer shortages and adding a crime prevention officer. Council expressed support for Chief Glueck's plans including a real-time crime center and additional officers.
