Key Decisions
- Council voted 6-2 to move forward with ordinance amendments expanding billboard regulations. The changes would allow billboards in additional zoning districts and create a new "downtown billboard" category with 1,000-foot spacing requirements. Monument-style downtown billboards would be limited to corner lots at intersections. Councilwoman Thomas and one other member voted no, citing safety concerns about visual obstructions near pedestrian areas and four-way stops downtown.

Community Voices
During the Planning and Zoning Commission report, residents near the intersection of North Sprigg Street and Lexington Avenue opposed a special use permit for a 24-hour vehicle fueling station and convenience store. The commission received letters from single-family residents expressing concerns about crime and 24-hour operations. The initial motion to approve failed 1-7. A second motion with restricted hours of 5 a.m. to 10 p.m. also failed in a 4-4 tie. The matter will come before council for final decision.
Budget & Finance
- Council approved by consent agenda authorization for the city manager to enter into a license agreement with the Criminal Justice Training Center for various city improvements.
Watch This
- The special use permit for the gas station and convenience store at Sprigg and Lexington will come before council at the next meeting. Council will vote whether to accept the Planning and Zoning Commission's recommendation for denial.
- A second billboard ordinance (26-41) amending Chapter 30 zoning code for CBD and C-1 districts had its first reading and will return for second reading.
- The Shawnee Riverbend complex ribbon cutting ceremony is scheduled for Thursday at Capaha Park. The new turf fields include youth baseball facilities designed to host regional tournaments.
- July 4th celebrations will include a 250th anniversary event beginning with Avenue of Flags ceremony, ribbon cutting for the new Patriot Pavilion at Arena Park, a downtown street party starting at 3 p.m., and fireworks launched from the river.
Other Business
SEMO REDI CEO Shad Burner presented a new regional apprenticeship initiative called SEMO Works. The program aims to make Southeast Missouri the top region in the country for apprenticeships by coordinating workforce development across education providers and businesses. Missouri already ranks in the top five states for apprenticeships, with over 1,500 apprentices currently in Southeast Missouri. The three-pronged approach includes building a regional network of educators and employers, creating a SEMO Works Certification to recognize workforce training programs shorter than the standard four-year Department of Labor registered apprenticeships, and providing resources to help businesses navigate the registered apprenticeship process. Studies show approximately 90% of apprenticeship participants remain in the region where they complete their training. The program is currently funded within SEMO REDI's operating budget.
Council discussed re-establishing a city beautification committee, which was disbanded years ago following liability concerns and conflicts over volunteer versus staff responsibilities. The mayor proposed exploring models from other communities, including Carbondale's 501(c)(3) nonprofit structure. Council members expressed support for the concept but requested clarity on the committee's mission, liability protections, budget impact, and coordination with existing efforts by churches, civic organizations, and the Parks and Recreation Foundation. The discussion will continue at an upcoming budget meeting to determine if beautification is a funding priority and whether Parks and Recreation or another entity should lead the effort.
Planning and Zoning Commission approved eight in favor, zero opposed: a fence height exception at 2801 Hopper Road for a four-foot decorative aluminum fence; Red Hawk Heights subdivision plat reconfiguring two lots into four for townhome development on Marie Street; Baldwin Drive subdivision plat splitting a five-acre tract off Baldwin Drive for continued farmland use; CPC subdivision plat dividing property into two lots for commercial development; and a subdivision plat reconfiguring lots on North Main Street.
Police Chief Adam Glueck was commended by the mayor for demonstrating integrity in handling matters related to the SEMO Police Academy.
Mayor Guard reported meeting with Old Town Cape interim director Jocelyn Anderson and plans a future meeting with SEMO REDI, the Chamber, and Old Town Cape to address vacant downtown building inventory. Old Town Cape expects to have a permanent director in place by the end of July. The downtown outdoor flea market drew thousands of visitors alongside the farmer's market over the weekend.
